T 1.1    INVITATION FOR QUOTATION TO UNDERTAKE AN INDEPENDENT ROAD SAFETY AUDIT

CLOSING DATE (AT 11:00):  Friday, 01 November 2024

SNA Civil and Structural Engineers (Pty) Ltd was appointed by the South African National Roads Agency SOC Ltd (SANRAL) for the Improvement of National Route 2 Section 1 between Swartklip (km 17.47) and east of Baden Powell Interchange (km 29.00). The project falls within the City of Cape Town Metropolitan Municipality.

 The major aspects of this project include the following:

Roadworks:

·          Capacity improvement and rehabilitation of the N2 between km 17.47 and km 29.00.

·          Between km 17.40 and km 22.50 the improvements will entail lane widening to the inside median with a concrete pavement, reconstruction of the outside slow lane shoulder with a concrete pavement.

·          Between km 22.50 and km 29.00 the improvements will entail the existing jointed concrete pavement to be demolished and crushed. This section of the road will be raised and a flexible pavement constructed over the existing pavement.

·          Capacity improvement and rehabilitation of Mew Way, Spine Road and Baden Powell Interchanges.

·          Removal, renovation and re-erection of existing guardrails.

·          Erection and removal of precast barriers for traffic accommodation.

·          Construction of kerb and channel on high fills.

·          Construction of concrete lined V-drains.

·          Construction of grass sodded V-drains.

·          Construction of median catchpits/manholes.

·          Existing signs are either to be retained, relocated or dismantled for storage as indicated by the engineer.  New ground mounted and gantry signs are to be erected in accordance with the drawings.

·          Reinstatement of all road markings upon completion of the surfacing inclusive of the installation of roadstuds.

·          Installation of subsurface drainage systems.

·          Repairs to/replacement of in- and outlet structures at existing pipe culverts.

·          Clearing of pipe culverts.

·          Provision of service ducts.

·          Installation of erosion control measures by constructing gabions and stone pitching.

·          New street lighting from km 17.47 to km 39.53 (to be confirmed).

·          Finishing of the road reserve.

Structures:

·          The lifting and widening of Spine Road and Baden Powell interchange bridges

·          Lifting and widening of the Kuils River Bridge.

·          The construction of a new pedestrian bridge at km 20.28.

·          Construction of a new median barrier from km 17.47 to km 29.0 (existing barrier to be retained).

·          Refurbish existing pedestrian bridge at km 20.78.

 A Road Safety Audit is therefore required for the capacity and pavement upgrade of the National Route 2 Section 1 between Swartklip (km 17.47) and east of Baden Powell Interchange (km 29.00).

 Firms with road safety and traffic engineering experience are therefore invited to submit a quote to undertake an independent Road Safety Audit. A clarification meeting will not be held, but it is essential that prospective tenderers familiarise themselves with the site.

 QUOTATION DOCUMENTS

Quotation documents are available at no cost in electronic format downloaded from the SANRAL’s website. Tenderers must have access to Microsoft © Office 2013 and Acrobat Adobe © 9.0 or similar compatible software.

Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to 7 (seven) days post the tender advertisement date. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive, if “any material amendment/s” contained in the addenda or additional information is not included in the tender offer/submission.

 COMPLETION AND DELIVERY OF QUOTATIONS

 The closing time and date for submission of quotations is 11h00 on Friday, 01 November 2024.

 Only quotation offers submitted electronically on CD / flash drive and delivered to the address specified in the Tender Data will be accepted.

Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted.

 Quotations may only be submitted in the format as stated in the Quotation Data.
